[arch-dev-public] EOL openjdk 9 (+ prepare to phase out java7)

Hi folks,

I gonna nuke openjdk 9 from the repos, its EOL already and n nothing
depends on it.

Please prepare for phasing out java 7 soonish via a TODO list. If you
have packages depending on 7, please pro-actively check if those work
with java 10 (or optionally 8 as thats LTS).

If you want to give a talk, please contact me, I can now add them to
Frab. Or write a proposal here!
