Most of the software available in the market can "reduce" vocal portions. Vocals can be eliminated completely only if it was panned in the center channel (or any one particular channel for that matter). There are lot of ARR songs, where the vocals pan through different channels which makes it more difficult. Moreover there are effects like reverb whose purpose is to spread the sound across the spectrum, making it more difficult to extract.
