It is possible..
->Create New Regular Form ,->Go to Form properties ->In Entry Point section 
click "Enable Entry Point" check box either in new mode or search mode->Specify 
Application List Display Order.->Click save.-> Flush Mid-tier cache.

To accomplish what you want will require adding a hidden field on the Incident 
that will capture the date and time of when the last Work Info was created. You 
would then need to create an escalation that runs each day to compare the date 
time to the present date time to set another field with the breach. The Service 
Target would evaluate this field and when it is breached do whatever action is 
required.

I will definitely would like to know why this type of requirement can put load 
on the system.
This is kind of Business Requirement, we do have reporting solutions but I am 
looking for a single service target which triggers every 24 Hrs and reset 
itself for next run if condition fulfilled or else mark ticket as breached.

Something we did to help our users keep their tickets updated in a timely 
manner is add the Last Modified Date to the Incident Console so that they can 
sort on that value and easily see which tickets need to be updated.  Then it’s 
up to the team leads and team managers to periodically check those values for 
their group and follow up with the Assignees to update their tickets.  I know 
you are working with the Work Order module and not the Incident Console, but I 
believe the Last Modified Date is a standard field on any Remedy form.
 
Your users could also run reports or set up an advanced search to show them any 
ticket with a Last Modified Date prior to the previous day. If you have 
Analytics for reporting, you could set up a report with that qualification and 
a prompt for the Assigned Group and automatically publish it daily for any 
group(s) that wanted to see a list of their non-compliant tickets.

My Requirement - 

Want to configure a Service Target to keep track of Work Info Entries until 
Work Order is Completed.

"If Work Order is not being updated by Assignee or anyone from Assignee Group 
every 24 Hours until the WO is Completed, the response OLA should mark WO as 
breached".



Is there a way to handle this via configurations ?

Any suggestions will be really helpful.

Ron like several have mentioned previously, since the form is already
overlaid you can not convert to base. However, the reason all the properties
are gray and you can not modifiy them is because although the form is
overlaid the view may have not been overlaid and this also can be causing
your difference in behavior between User and Mid-tier.

NOTE: Remember in 7.6.4 there are several layers of overlays, First you MUST
overlay the form, then the view, then each object that needs to be edited
must also be overlaid. I believe in 8.1 dev studio handles overlays a lot
better by creating the view and field overlays when you choose to overlay a
form.

So to some up, overlay the view and fields as needed and flush mid-tier
cache and you should be good to go.

Also forms have some dynamic layout capabilities that do not work in the
User Tool.  Likely if the the View or a Panel's Layout Style was set to
'Fill' or 'Flow' you would see the difference in Dev Studio but then again
maybe not ...

No, if this is a 'base' form, and you want to add a field, you would
add a Custom field in Best Practice Modeyou should almost never need to
go into Base mode, certainly not to add a field.



Regarding it not showing up in Mid-Tier properly.  Remember that
your web server gets its cache from the app server.  I have seen people
describe scenarios where they make the change on the primary in a server
group, and then later find that one of the secondary servers didn't
're-cache', and mid-Tier was getting the cache from THAT server, so it
wasn't all sync'dso, if you have multiple servers, ensure that they all
have the latest definitions, then flush your Mid-Tier cache on all nodes,
then flush your local browser cache.  There has to be a reason why it's not
showing properly, but unless you have some weird configs (which do exist),
it shouldn't be because there are fields in Overlay/Custom.

If it is already overlaid, you can't convert to base because it's
already base with an overlay, you cannot convert to custom because it is
base with an overlay, and you cannot create an overlay because there is
already an overlay.  Soit sounds like the end result you are looking for
is a base form with an overlay, which it sounds like you already haveso,
what is it you are actually trying to do?

Hello

I assume you're talking about the 'disabled' field on the User (user
preferences?) form.

I don't believe the disabled radio (on the User form) has any effect.
It's one of those glaring design issues - if an administrator sets a
user to disabled, they have a genuine expectation that the user can not
login (but they can :-). The JSS SSO Plugin takes note of this value and
stops users logging in via SSO if a user's entry is disabled.
