Change Management ( at least from 7.6.02 onwards) has the following functional 
roles against specific support groups:

1.   Change manager

2.   Change Coordinator

3.   Change Implementor - This role is not applicable once we add a task to 
the change request, but is still present for backward compatibility reasons)

Assuming that the user has the permission of Change User, only the following 
can update the change status beyond Planning In Progress.
A Change user who has the functional role of Coordinator or Manager for one of 
the assigned support groups for change.
There are differences across versions because of the defect fixes done. 
However, the above should still hold.
The Change Assignee that you are referring to will point to either coordinator 
or Implementer ( need to check code to find out). Once you find that out, let 
me know if that helps resolve your query on your own.

I am assuming you are on 8.1 stack (taking a guess looking at the error).
Can you please collect filter logs and copy paste the area around the failure.
