Two things: 1.- I think that is not a good idea to set time variables with active links, since you depend on the client time configuration. 2.- When setting the time of a field at submit I prefer to copy the core field submit date, instead of using the $TIME$ keyword. I figured out the problem. I needed to have this set in a character field, not a Time field. Out of 20 tickets, only 1 will have the correct time in it. All the rest will have 12:00:05 PM in them.
