If you resize that text window that open when you press the expand box, the
client will remember that size in the future. The size will now apply to
all text windows that are opened.

I know this is an odd question and I am sure the answer is no, but
 when you have a character field and you click on the expand box
at the end of the character field it pops up a small window allowing
you to type / edit and/or see your text.

Is there a way to make the box bigger by default?

It can be made part of your ar.ini file and would appear as a separate
section something like:

.
[Popup Text Editor]
TextWidth=821
TextHeight=573

Look towards the end of the file.  In rollouts where you push the initial
file to the desktop, simply include the data as part of the file.  For User
tool upgrades where you pull the file from the desktop then push back the
upgraded client package, just add it to the end of the file.  To the best of
my knowledge it's a client thing not a server/db thing.
