*Technical Performance Requirements*

The objective of this Work Statement is to provide Open Systems and
Microsoft computing platforms system administration at the National
Information Technology Center. These platforms will be referenced as
Mid-range in the remainder of this document.



*1.0 Tasks and Deliverables:*

*1.1 Overall Mid-Range Tasks*

· The Contractor will provide IT Support to a variety of Mid-Range
systems, operating 24x7x365, and running a variety of applications.

· Contract staff, Government staff, and customer staff will share
support responsibilities on individual servers. Customers determine the
level of support required on their servers and the COTR will determine
responsibilities for meeting the customer needs.

· Teamwork, coordination, documentation, and security are critical
aspects of success in performing the tasks covered under this Work
Statement.



*1.2 Mid-range System Administration:*

The Contractor shall provide Mid-range platform System Administration on
the Mid-range platform servers located at the NITC locations, and remote
support at other sites may also be required. The Mid-range platform System
Administrator duties will include, but are not limited to:

•Installing, testing, configuring, customizing, and maintaining
various operating systems and associated software.

•Scheduling, performing and maintaining backups to facilitate data
integrity, data storage and backup/recovery procedures.

•Performing patch/fix research and operating system software
upgrades through service packs and other software bundling methodologies.

•Performance/Capacity/Availability Monitoring and Operating System
Tuning.

•Configuring, customizing, and optimizing fail-over clustering or
other high availability solutions.

•Performing required security measures including hardening of
systems per NITC, OCIO Cyber-Security, and Departmental Policies,
Standards, Regulations, and Notices. Also includes security monitoring and
updating of certification/accreditation procedures.

•Troubleshooting overall system problems and identifying/resolving
problems.

•Maintaining customer access to the systems and providing user
technical support (level 2)

•Documenting changes, incidents, and problems using NITC's
Configuration Management Tools and Systems.



*Deliverables:*

Maintain standard availability, operability and functionality for the
production environment at 99%, 24 hours per day, 365 days per year, except
for scheduled downtimes. Complete backups on schedule and store according
to cycle, (with 99.9% accuracy). During normal business hours, immediate
response to all server-related problems that cause interrupted services and
ensure that service is restored in a timely manner. Resolve problems in a
timely manner and elevate issues to project team members and leaders as
needed. During normal business hours, resolve 75% of all server-related
problems within four (4) working hours. Provide knowledge transfer
documentation to the Government when working on projects requiring unique
expertise levels not present within Government staff On a weekly basis
provide a Weekly Activity Report to the COTR documenting work performed by
close of business each Friday.



*2.0 Additional Requirements:*

The contractor shall provide a means of contacting the contractor's
employee by cell phone/ pager/blackberry outside of normal work hours. The
number to the communication device shall be provided to the COTR within 24
hours of starting work at NITC. After the contractor's employee is
contacted, attempts will be made to resolve the issue/problem over the
phone. If the issue cannot be resolved over the phone, then the
contractor's employee must make a reasonable effort to arrive on- site to
assist in problem resolution.
