Thank you Werner - we are both kind of right and wrong... See the exceptions which should be eliminated anyway. If one unit is owner occupied, then they change. It was 1-4 as a rule. Better to own a 3 family or less, then you avoid the mess. The real issue is landlords and all property owners having a stake in their surroundings. -- Exceptions Condominiums, Cooperatives, Mutual Housing Corporations.
