Interesting observations, I'm going to try to get you thinking about 
this on a practical level and from a City Planning perspective. First 
some basics to set the ground work:

Q: How long is Main St? A: One Mile
Q: How far are people comfortable walking? A: zero to 1/4 mile (?)
Q: What type stores are on MainSt.? A: Neighborhood/Service oriented
Q: What "destination" stores are there? A: None

Q: Would people come from out of town to walk up to a mile to 
patronize a convienience/service oriented business because of a 
parking garage?

A: ???

Regarding the Down Town - That is different context entirely, It's 
compact, has residential, will have parking decks, and MAY have 
destination business eventually.
