I always thought he was set-up!  You could read between the lines!  He
was all set to be the Chief of Police and a guy he rubbed the wrong
way, had it in for him!  Sullivan gets cheated out of his long awaited
promotion, which the council reneged on, after it hit the papers! 
Hell, I'd sue, too!  Loss of reputation, defamation of character, etc.
 In law enforcement, his was a "death" sentence!  The other cop, was
out of his territory!  Looks like he received a tip and took it from
there!  Just speculating.
