Shantikam-da,So what did the Assamese speaking guy say?*In my opinion, the most sensible proposals in that meeting were made by the gentleman from the Kamrup Chamber of Commerce. Incidentally he was the only one to speak in Assamese in the meeting, every one else spoke in English. Since the press was not present in that meeting, what he said never got reported. He also did not submit a meorandum to the CM. UmeshShantikam Hazarika [EMAIL PROTECTED] wrote:The CM called a meeting of some of the leading organisations in Guwahati for a pre-budget meeting where every body gave their ideas about how to raise revenue, generate employment and achieve development. I had the opportunity of attending the same. From the Govt, apart from
the CM, Minister Shri Pradyut Bordoloi, the Additional Chief Secretary, the Finance Commissioner, The tax commissioner and others attended. What was heartening was that all the officials were taking copius notes during the meeting. Most organisations submitted memorandum to the CM.Later on , some of the associations also gave copies of the memorandums to the press and depending upon who had what influence on which paper, they were publicised. In my opinion, the most sensible proposals in that meeting were made by the gentleman from the Kamrup Chamber of Commerce. Incidentally he was the only one to speak in Assamese in the meeting, every one else spoke in English. Since the press was not present in that meeting, what he said never got reported. He also did not submit a meorandum to the CM. What FINER, NECCI, ABITA or other organisations spoke had
very little new things in them, it is basically repeatations of what has been spoken off ad infintum. It is very easy to suggest cold storage in Assam without examining the linkages (both backward and forward)or the power position of the state (without stable and continuous power you cannot have cold starages). No one has even found out what has happened to the cold starages that were built over the last few decades. Yet we go on saying we should build cold storages. Frankly, what NECCI (or for that matter, the other organisations like FINER, etc.) says, as per what has appeared in the press, is what an EleventhClass student of Assam can write. There is no original suggestion in their memorandum. The first requirement is to have co-ordination amonsgt those who are involved with tourism related activity. This is just not being done out here. No oneknows what has happened to the NE Toursim development Council. If it is doing something, it is of its own. Lots of tourism related activities seem to be goingon and no one knows who is doing what. For e.g. only through Shiela Bora's mail, we came to know that DONER organised a meet in Delhi about nature tourism in Assam. If Shiela Bora would not have given the details, we may not even have
known that the workshop/ seminar ever took place. While we appreciate requests for the AIM to take lead, we find ourselves very inadequate in this regard. We fail to get response even for mundane matters, we hesitate to take lead where we may be questioned about our locus standii. Also, we have no wherewithal to make anything move in this regard.Just to bolster what i am saying: The MDP we organised for Toursim personnel at our institute from 14 to 17 June. The response
was pathetic. We had two nominees each from Arunachal Government and Assam Government Toursim departmnents. In addition we had ONLY THREE nominees from the industry, of which one was from Dibrugarh and two from Guwahati, of which one was from a hotel. Hence there were total seven participants. I personally contacted some tourism operators but failed. The fee was Rs. 3000 per head. People apparently foundthe course feevery steep. The programme was reduced from 3 and half days to 3 days because on 14th, there was a chhakka bandh and due to lack of transporation, some people could not come from outside. On the last day, we extended it by half day. The concepts like eco-tourism require working out definute business models, covering both the forward and bakward lionkages. We are willing to work out the details, provided others are willing to collaborate. Is it being done? The extensive Incredible India campaign on promoting the NE, what has been the follow up we have no idea. I hope something has come out of the efforts, else it would be a pity. The thing is the peple who are engaged in tourism, like the tourism departments, the operators etc have to get together and make a concerted move. otherwise the standalone moves by individuals or isolated groups would not achieve the desired
results. We wrote to the Governor about his initiatives on promoting tourism, but did not get any response from him. We propose to have another informal meeting as we had on 27th March. Let us see if something comes out of it. The Ford Foundation has funded this exercise. AIM is already conducting the MDP on Tourism this coming week and has an existing course with a structure in place. How to Educate Young Scientists

The United States could easily fall from its perch in the global economy unless it does something about the horrendous state of science education at both the public school and university levels.

[Assam] Happy Independence Day

2006-07-03 Thread mc mahant
happiness...
The principles that made the United States of America the greatest country on the face of the earth are under attack from enemies both foreign and domestic.
Governments are instituted among men, deriving their just powers from the consent of the governed, to secure the natural rights of Life, Liberty, and the Pursuit of Happiness.
Muslim extremists seek to destroy our Liberty and criminalize our Pursuit of Happiness. Their chosen path to achieve these goals involves taking away the lives of many Americans.
Statists from the Democratic Party seek to destroy our Liberty with useless government intervention into our private lives and to handicap our Pursuit of Happiness with crippling taxation.
Statists from the Republican Party seek to destroy our Liberty with a different set of useless laws attacking different portions of our private lives.
The Republicans seek to protect us from foreign threats; the Democrats seek to protect us from ourselves. Who will protect us from them?
The American secession from Britain was sparked by excessive government intervention into private affairs, by unreasonable taxation, and by government from a distance. These three statements described colonial America in 1776 - and they describe modern America in 2005.
Fort Liberty is a different place. Fort Liberty is a refuge in cyberspace for those men and women who see the enlightened individual as the greatest achievement of civilization, and who see government as a necessary evil.
Come in, make yourself comfortable, look around. Check out our Quotes page to see what our Founding Fathers have to say about what is going on in America today. Review American Politics and International Politics to educate yourself on the state of the nation and of the world. Take a look at What can I do? and ask yourself Am I doing what I should be doing?
