Sanjay Bahel, who is originally from the Indian Defence Auditing Service (IDAS) cadre, has been charged with steering UN contracts worth more than $ 60 million to Indian entities, including the state-owned Telecommunications Consultants India Limited (TCIL) represented by Nishan Kohli, and a private firm run by his son Nitin Kohli, in return for a swank Manhattan apartment that was undervalued in a quid pro quo. Bahel was held at New York's JFK Airport where he had gone to receive a relative, while Nitin Kohli was arrested in Miami. The Government of India has been informed of their arrests and the UN has provided its own final report on the matter to competent authorities of the United States and India, officials said. Bahel has been in the eye of a storm at the UN for some months now in investigations arising from the oil-for-food scandal. A mid-level government official who joined the UN system in the 1990s and rose to head its commodity procurement section in Turtle Bay, Bahel is charged by US authorities of consistently favouring the Kohlis, described as family friends, at the expense of other legitimate bidders. In return, according to the US indictment, Nitin Kohli bought an apartment in midtown Manhattan's Dag Hammarsjold Building in 2003 on East 47th street and provided it to Bahel and Bahel's family rent-free for some months, and a reduced rent of $ 5000 per month (against a market price of $ 86000) for two years In May 2005, Bahel bought the apartment from Kohli for $ 1.2 million, a price so substantially below market value (estimated at $ 2 million) that the condominium board considered exercising its right of first refusal to block the sale, the indictment said. The indictment by the U.S Attorney General's office follows an internal investigation by the U.N that lasted months, and which concluded that Bahel had used his position in the procurement division to steer contracts to Nanak Kohli, who is described as the designated U.S.-based representative of TCIL for dealing with the United Nations, and his son Nitin Kohli, of Thunderbird Industries. The contracts involved purchase of equipment such as radio communications material, computers and technology support for UN operations worldwide. The procurement division spends a large chunk of the U.N budget, which is bankrolled by the international community, with the United States providing the largest share. The procurement division's annual budget is said to be more than $ 1 billion. For Americans and people throughout the world, the United Nations has stood for the dual missions of international diplomacy and humanitarian works. Bahel and Kohli conspired instead to peddle and purchase influence, to pervert the U.N. procurement process for personal profit, federal prosecutor Mark Mershon said. Following an internal probe, the UN had suspended Bahel without pay since August, while the U.S Attorney General's office took up its own investigation in the context of the larger oil-for-food scandal. On Wednesday, UN officials said Secretary-General Kofi Annan had lifted Bahel's immunity from prosecution at the request of the Manhattan federal prosecutor. One Indian official said on background that Bahel had left Indian government service and joined the UN system and as such did not enjoy any immunity provided to diplomats posted abroad on Indian diplomatic passports. Bahel could not be contacted nor could his attorney be traced. But in earlier interviews, Bahel he had vigorously denied the charges, saying he has â¤good reasons and valid reasons⤠for countering them. [Assam] Naming Buildings after Traitors -Sentinel Letter
There have been several letters on this subject in the papers. Thisconvention of namingbuildings, streets, townsetc after politicians from Delhi or elsewhere speaks volumes of the habit ofstooping to unknown levels. Really, why should we name these after politicians or officials who either have little or no connection with Assam or have been blatantly against the state's interests? The Nehru family has no place in any of these landmarks in Assam. I can understand Mahatma Gandhi, but I can't think of any other national politician, past or present, that would qualify. Wonder which state politician qualifies? Generally, it is not a good idea to name landmarks after the living, and the state should really assess carefully after whom they do name. --Ram Naming Buildings after TraitorsI refer to the letter by Mr Simanta Phukan on the above subject (The Sentinel, October 16). For once, someone with some pride for his State has raised his pen on behalf of a silent majority who feel the same way. I fully agree with Mr Phukan that roads and buildings should be named after our own icons, heroes and warriors who have contributed to our culture and heritage, and not after 'national' politicians of dubious credentials who had kick-started the process of wiping the Asomiyas out of their own land. Our kings, queens and warriors who concretized the Asomiya subnationality and fought and resisted the invaders, do not seem to be worthy of fond remembrance. Glorifying some unworthy Browns and White-bashing, our pseudo intellectuals did not find even personalities like Edward Gait, who did so much to project our history, worthy of praise or mention. Are Miles Bronson who took us miles ahead in the field of education, the ones who gave us the first newspaper and saved the Asomiya language from being gobbled up by an alien one, and Bruce whose pioneering efforts towards tea plantation resulted in the largest industry of the State, not worthy of commemoration? But we go and emblazon the names of politicians who mucked up our State and left us in the mess that we are in today. One road is even named after the father of a one-time national leader. I wonder what his contribution to our State was! And it is not politicians alone who muck around with our history and heritage. Our so-called students' unions with their grey-haired 'advisors', who like clowns fight over as to who should the planned flyovers be named after even before the blueprint is made, do not seem to bother about this state of affairs. One factor contributing to all this is that the Asomiya middle class has absolutely no ethnic pride. Our working class consists entirely of outsiders. And the rural folk are barely surviving from calamity to calamity to have time for these things. Then there are the builders who spoil the landscape by building ugly high-rises, and the denizens who occupy them, and they find it fit to name their creations as they like, forgetting our own wonderful mountains and rivers. I have not seen any apartment or building named Dikhow, Dihing and Kolong. It is now important that the indigenous people of the State should resist the naming of roads and structures after people who had made no contribution to our State. Why should the sporting facilities that are being built for the National Games be named after members of a dynastic political family who already have hundreds of things named after them all over the country — like a banana republic? Have these facilities been built out of personal funds of such people? Is it not out of the taxpayers' money? Or were these the conditions to be met before getting the privilege of hosting the National Games? Picture by Eastern Projections Guwahati/Dibrugarh, Nov. 2: Sitting cross-legged behind a mound of assorted vegetables, Ranjumoni Baruah deftly haggles with customers, trying her best to conceal that she is new in business. But what she hopelessly fails to hide is the pain of having to give up her bow for the vegetable basket. After Dispur failed her countless times, the medal-winning archer, who won the first gold for the state at a national championship, got help from unlikely shores. A group of Assamese NRIs based in the US, moved by a documentary based on her struggle, came together and gifted her a custom-made fibre bow, which she will receive at a function on November 24. Produced by Simi Deka, the 30-minute documentary, And miles to go..., had a shot with Ranjumoni saying that she could perform better if she had a fibre bow. After I heard about Ranjumoni and her struggle, I decided to make the film on her since I was always interested in subjects and issues related to women. Another objective of making this film was to motivate the younger generation to take up sports, Deka said. Little did she imagine that the film would move the diaspora to help the archer. Deka said Dilara Boruah of California and Zona Ali of Wisconsin got hold of a copy of the documentary and showed it to other Assamese NRIs based in the US. And the least they felt they could do was gift the archer with the fibre bow she wanted so much. Ranjumonis dreams were dashed when her father died earlier this year, forcing her to sell vegetables at the Milan Nagar locality in Dibrugarh. The eldest of four siblings, Ranjumoni said she was promised help by the Congress government way back in 2001, but nothing has come my way. Being the eldest in the family I have to ensure that my two younger sisters do not suffer. This is why I have taken up selling vegetables, she said. The archer, who honed her skills in her backyard, has won eight medals at different national and regional-level competitions, representing her home state, Assam. Yet, she has never been a part of the state squad in the National Games. I am thankful to all those who have been sympathetic towards me, but I need a platform to perform. Otherwise, what will I do with the modern equipment if I do not get a chance to perform? she wonders. Everyone is raving about the all-new Yahoo!
