 Modern small   Hi-Tech Steel Plant/s would have to be  set up for Assam to 
come to 21stCentury.
  
That will not  happen in Indian Assam.
Paswan is Thinking of a Steel Processing Plant.That was Thunk when Biren 
Baishya was Steel State Minister in Deve Gouida's time. 100Ha land was granted 
by AGP, Sheds were set up--and when Deve Gouda went-that became a dead "Project"
 
Plan was/still is:
To bring in CRCA strip in Coils from SAIL Rourkela/Bokaro, coat Zinc and sell 
cgi sheets to govt 's Indira Awas Yojana huts or such   Govt 'aided ' BPL 
projects. 
And to  take away all the profits-snatching from the small private competitors 
having their Galvanizing baths outside Assam.
This is not any Steel Plant!!
You  need to discuss what kind of Steel plants will be needed in Swadhin Oxom 
,whatproducts these must  produce --using what TEChnologies-- and why these 
will be our Economy's Backbone.
 
Yours Truly strongly suggests --nothing  new should be built in/around Guahati.

Hi,

Some might like to apply to US embassy for analyst position at a salary of only 
$880 per month -- many have been working for many years on it. My roommate (now 
leaving for NYC tomorrow) was an employee for 10 days till he got a better 
offer. We had persuaded himto check out the place and get the experience which 
till recently was reserved for the likes of Lord Mountabatten (in London based 
India Office), Harivansh Rai Bachchan etc.

 Ofcourse it more like internship stipend that any logical pay but the perks 
include that your spouse can work anywhere and you can get alcoholic drinks at 
60% discount since no duty or sales tax is charged and also no US income tax or 
Social security or health insurance deduction -- since it is considered part of 
India (US embassy compound). Even by Indian standards $880 is about Rs35,000 
--about the amount an IAS officer gets or a manager in a small MNC . It is less 
than what a bribe earning clerk might get in Indian govt departments.

However, even Harvard Business School professors call up there to find about 
impact of globalization on Indian film and media industry -as per a call 
received by my roommate and in the same day he collects data in his trade 
ministry office to send as reply to a question raised in Indian Parliament (Lok 
Sabha) about prospects in the west for Indian artifacts.

Last week he got a job in New York City (and got a $850 per month - p.m.  - 
apartment) and decided to leave this weekend (after delivering a steady supply 
of reduced price hard drinks like Chivas Regal ($13 per 1 liter bottle - in 
market about $39) or Johnny Walker Black Label (750ml for $20 --in market for 
about $50). He resigned too soon for that though. 

Another ex-roommate of mine (recently back from Miami) was looking at all this 
and decided to offer to join our place after having some hangups with the 
leasing office at his apartment place about his car parking despite his not 
being on the lease.  He decided to move right away last night and till 4am we 
were shifting his stuff. Thats the time I generally go to sleep anyway. His 
previous roommates had decided not to return his security deposit (one month's 
rent) even if he gave them the required notice  so Munna Bhai style  he decided 
(with my feedback)  to stop payment of this month's rent  check  (which was 
still not deposiited by the leasing company - he was not lease anyway) and 
withdrew cash from his bank account so that check may not clear even if 
presented by leasing office. So in the end he came quits but didn't lose. Paid 
one month rent (as deposit) and stayed for 21 days. Now searching for parking 
space for free . 

Any suggestions on how to get free parking space?

  I would second Dilip da's question. The question is 'why' first. I suspect 
the reasons may be not very benign. Before we ask why not, we should be sure 
that we are not hoodwinked into believing that development is being bestowed 
upon Assam with the promise of huge job creation potential. 
   
  Apart from iron ore, what are the other requirements?Is it coal? We have been 
told that mushroom growth of such coal fume spewing plants are creating 
problems in our neighbouring china's booming cities. Coal is not too far off 
from Guwahati.
   
  After the restructuring in the ASEB, despite many bad decisions, the 
resultant entities are seeing cash profit. It is reported that TATA is being 
handed over these profit centres and some political bigwigs are acting as 
touts. At the time of restructuring of ASEB, there was no proposal for TATA 
coming in. Similarly, the proposal of the steel plant may not say anything, but 
with TATA showing interest in power, another ingredient of steel industry, do 
we suspect something?
   
  Further, we do not know the employment generating prospects of the plant. It 
is too early in the day to celebrate. In the present computerised environment, 
it too is a suspect.(Numaligarh Refinery for example) If employment is the main 
issue, then why not the development of the social capital/infrastructure? In 
the Assam assembly the Minister has admitted to the irregularities( a soft 
word) causing bad road conditions in spite of squandering huge loan funds from 
international bodies. Or the reverse development theory is being proposed: set 
up heavy industries first; it would mandate development of social 
capital/infrastructure?
   
  So, apparently Steel Plant in Guwahati defies common wisdom. To show that the 
apparent is not real, some cogent reasons may be supplied.

Delhi's IGI Airport has become a nightmare  ?


Has???

It has always been so. Just getting worse. I was there a month ago. 
The parking lot is a nightmare.  We could not push our luggage loaded 
carts to the car in the parking lot, because of the unbelievable 
pot-holes, all the way.  Had to lift the cart up, with the help of 
all the young men waiting around for the opportunity to help out. Not 
that I grudge them. But IGI being the front door to the capital of a 
super-power wanna-be, the state of affairs IN and AROUND the airport 
and its amenities ( if one could call it that) boggled the mind. 
Someone explained a new parking lot is being built. I will believe it 
when I see it. All the renovation work going on in the passenger 
areas tell a tale of appalling infrastructure behind the ripped out 
finishes. No wonder the ceilings keep falling.


And that tunnel out of the international arrivals  area! It has no parallel.

What seems to be India's problem anyway?

But on a the brighter side, I was pleasantly surprised by a CLEANER 
Delhi, at least at the upscale neighborhoods like Defense Colony . 
The sidewalks were swept, no plastic bags and paper on the plants 
flanking them.  The plants looked maintained. The taxi driver 
explained it is the upcoming Asian Games ( or is it the Commonwealth 
Games). It was a different story however, on the way to IIT Delhi.

IGI official escapes roof collapse

NEW DELHI: Delhi's IGI Airport has become a nightmare not only for 
passengers but also for those who are working there.


On Wednesday morning, a lady officer had a miraculous escape when the 
roof of her newly renovated room collapsed on her. Aman Saini, 
assistant general manager of terminal-II, was working on her computer 
about 10.30 am when the false ceiling came crashing down, along with 
the airconditioning ducts. A senior official of the airport had to 
pull her out from under the debris.


Even as preparations are on to make travelling more convenient during 
the foggy months, frequent complaints by people on the degraded 
condition of the airport at present has forced the ministry of civil 
aviation to sit up and take notice.


Sources said that based on the complaints on dysfunctional toilets 
and other issues sent to the ministry, it was planning to conduct a 
surprise check at the airport in the near future.


While Delhi International Airport (P) Limited (DIAL) officials tried 
to downplay the incident and said that "only a single panel had 
fallen and the official wasn't hurt", sources revealed that officials 
were appalled at the condition of the airport.


"The airport manager's room is newly constructed and if this is what 
happens to renovated rooms, one can imagine how it is elsewhere," 
said an official.


"We are lucky that the Amin escaped with scratches but to have the 
entire roof collapse on one's head can be a major shock and could 
have turned very ugly," he added.


The old airport manager's room was recently demolished and the new 
one set up outside terminal-II. Strangely, with renovation on, there 
is no access to the room from inside and can only be reached from the 
city side.


The room where the roof collapsed was a little way behind the main 
structure which is not frequented by people often.


According to sources, the condition of the airport, specially during 
renovation, has made travelling a complete hassle. Recently, a 
passenger at the international departure terminal had a part of the 
false ceiling collapse on her head. She too, luckily escaped with 
minor injuries. Cases of people tripping over loose tiles and 
slippery floors is also becoming common.


Sources also revealed that only one ladies' toilet was functional at 
the international departure terminal, and that too on the lower level.


"The maintenance of toilets at the international airport is with AAI 
and there are some issues between the GMR Group and AAI employees 
that is aggravating the problem," said sources. News on the airside 
is no better. Recently, civil aviation director general Kanu Gohain 
took a tour of the operations area at the airport to see the 
conditions after the recent spate of accidents. He is learnt to have 
reprimanded eight drivers who were found to be driving "worse than 
Blueline drivers".___

Tigers or tribals? Tribals versus tigers. This is how the discussion on the 
tribal forest rights act is being framed. The law, which was enacted by 
parliament a while ago, is aimed at conferring land rights on people who 
already live in forested regions. The government says it wants to correct a 
historical wrong against people on whom rights were never settled when forest 
areas were earmarked for conservation. Quite right. But these homes of the 
poorest also house the country’s magnificent wild animals, like tigers. It is 
critical that their habitat should be protected and future safeguarded. This is 
also quite right. 

Is it possible to reconcile the interests of what seems to be two competing 
groups? 

Two years ago the debate was stormy. The draft forest rights bill was being 
worked upon by a government just sworn into power. Around this time, it was 
discovered—to everyone’s horror—that all tigers from what was supposed to be a 
protected area, the Sariska National Park, had been poached. Opposition to the 
draft bill mounted; conservationists argued that this “populist” measure would 
be the last nail in the tiger’s coffin. 

I was asked to head a task force to suggest how tigers could be safeguarded. 
Over three months the specialists we met believed that it was important to 
reserve areas for wildlife. These would need to be inviolate areas—exclusively 
earmarked for animals where human interference would have to be kept at its 
minimum. Otherwise, they said, the tiger would not survive. They believed that 
if the forest rights bill gave people ownership over these lands it would be 
disastrous. 

I approached the issue from different perspectives. I had for long understood 
that the future of people and forests is entwined. I also knew from experience 
that regeneration of forests is not possible unless local people benefit. But I 
was willing to listen to the experience of those who believed in the tiger. If
