If this is the age of television news, then Dr Manmohan Singh clearly belongs 
to another era. During the 1998 elections, we were doing a news programme on a 
day in the life of the economist-politician. It was his first electoral battle 
and the reticent academic in him was clearly troubled by the intrusive nature 
of the camera. Already tired of being jostled by Congress workers on the 
campaign trail, he appeared reluctant to come out of his shell. Finally, late 
in the afternoon, we learnt that it was Dr Singh's grand-daughter's birthday 
and a small party was being organised in the garden. Could we film it, we 
wondered, sensing a chance to show Dr Singh the family man to the wider world. 
No cameras, this is a private moment, was the cryptic answer.'Privacy' in the 
24x7 news whirl may seem incongruous for someone in public life. A Laloo Prasad 
Yadav will take you to his cowshed, even brush his teeth in front of the 
camera, and an Obama family holiday will
 be splashed across the front pages, but Manmohan guards his personal space 
zealously. Last year, we managed to get the prime minister to do a Children's 
Day special with his wife Gursharan Kaur on the lawns of 7 Race Course Road. 
The feisty lady broke into a song at one stage, the best the prime minister 
could manage in response was a weak smile, barely visible under the grey 
beard.It should come as no surprise then that the prime minister hasn't really 
done a single detailed interview in almost seven years in power. In his first 
term, he did two major press conferences at Vigyan Bhavan and then stopped them 
altogether. He did another one last year, but then again retreated behind the 
forbidding walls of government. Which is why the sudden decision to hold a 
'live' television interaction with editors from the electronic media appeared 
out of character. What made it even more mysterious was just why Manmohan had 
chosen this moment to finally speak out.
 With the budget session of Parliament just days away and a series of scams 
having tarnished the government's record, what really was the message the prime 
minister wished to send out?Days later, one is, frankly, none the wiser. If the 
prime minister wanted to use the platform to suggest that he was firmly in 
charge, then his responses only seemed to confirm a sense of growing 
helplessness at being almost encircled by a group of rogues. If he was hoping 
for sympathy for being a 'victim' of coalition pressures, then he seemed to 
forget that 'victimhood' is often synonymous with weakness. If he was confident 
that his personal integrity would carry the day, he ran the risk of being 
accused of avoiding any individual responsibility for the acts of his 
colleagues.If he had considered a mea culpa, the closest he came to doing so 
was that irregularities were his biggest regret, but he wasn't as 'guilty' as 
some suggested. And if he was hoping that the media
 would be an 'ally' in reporting an India story beyond scams and negativism, 
he failed to realise that journalism cannot be a lapdog of political authority 
either.Okay, so the prime minister did tell us that he wasn't a quitter, that 
there were still many unfinished tasks. So, he did promise us that his 
government was dead serious about punishing wrong-doers. But somehow Manmohan 
doesn't fit the image of a Schwarznegger-like Terminator. Moreover, 
middle-class cynicism can be infectious: the very same social groups that were 
praising the PM's honesty now see him as a Dhritarashtra-like figure who 
tolerates corruption.Ironically, it is this very middle class that the PM 
must reach out to once again by using TV more, not less. His soft, almost 
inaudible voice may seem boring in the cacophony of the modern-day news 
juggernaut. But being telegenic is not just about clever soundbites and 
powerful oratory. There is space even in today's age of political
 'spin' for old-fashioned values of decency, simplicity and 
straightforwardness, values he still embodies.But to express them in moments of 
crisis, he needs to first unshackle himself from his inherent nervousness in 
facing the camera. He needs to talk to the Indian people more often, become our 
moral compass in these times of all-round venality. His prolonged periods of 
silence are seen as a sign of timidity, of a diffident leader lacking in 
political authority as a result of never having won a Lok Sabha election.Maybe 
at age 78, it's too late for Manmohan to transform himself from the 
self-effacing bureaucrat-politician to an effective mass communicator. Maybe, 
he will always be the Humphrey Appleby of government, a civil servant first, a 
neta only later. Which is also perhaps why he needs Sonia Gandhi's help now 
more than ever. He has at least spoken, when will Sonia break her sphinx-like

Flights between Calcutta and the Northeast are not only among the shortest but 
also short on safety, passing through stretches of airspace where pilots are 
caught between two air traffic control towers that aren’t even on talking 
terms.“Around 5,000 people board flights between the city and various 
destinations of the Northeast every day. unaware that luck and piloting skills 
are their only insurance along stretches of Bangladesh and Indian airspace 
where communication methods are primitive and radar surveillance is 
non-existent,” said a senior representative of a private airline.Danger No. 1 
is apparently the lack of communication between the Calcutta and Dhaka control 
rooms despite all flights to the Northeast flying over Bangladesh airspace.Even 
after a pilot negotiates that stretch safely, he or she can’t afford to 
relax.“Apart from Guwahati, no other airport in the Northeast has radar 
surveillance. So voice communication with the ATC is
 the only lifeline available to pilots,” the airline official said.With 
Guwahati, voice communication by VHF (very high frequency) equipment is often a 
problem because of signal disruption caused by the hilly terrain.“When that 
happens, a pilot needs to contact Agartala ATC to convey a message to us, which 
in this day and age is ridiculous. We have been requesting Delhi to install a 
radar in Agartala for the last eight years but nobody’s listening,” said an 
official at Borjhar airport in Guwahati.Not for nothing does a veteran like 
Capt. Sarvesh Gupta of Jet Airways find flying to and from the Northeast 
“stressful”.“Many of us have raised these safety issues at meetings of the 
regional operations committee. The Indian and Bangladesh authorities need to 
open a channel of communication to realign routes and review the communication 
process,” said a pilot of another airline.So why do Calcutta and Dhaka ATC 
behave like hostile neighbours when
 air safety in both countries is at stake?Officials at the city airport claimed 
that the hotline between the two ATC units had never been used because of a 
manpower shortage. Worse, the radar at Dhaka airport malfunctions at regular 
intervals.“The voice communication frequency with Dhaka ATC is often jammed and 
it’s quite an ordeal communicating one’s aircraft position to them,” said a 
senior pilot based in the city.On February 5, an Air India flight on the 
Calcutta-Imphal route was on a collision course with a China Eastern airline 
flight till the pilot made a last-minute adjustment in altitude.A 
miscommunication between one of the pilots and ATC personnel at Dhaka airport 
had allegedly led to the flights maintaining the same altitude.“Such 
near-misses have taken place on the Northeast route several times,” an official 
said.Pilots partly blame the two-decade-old air traffic surveillance routes for 
the perils of flying to and from the
 Northeast. “The volume of traffic has increased almost five times but the 
systems are the same,” said a Northeast veteran.Flights from Calcutta take 
either of two routes to the Northeast, one over Rajshahi and the other over 
Kumilla. Apart from the 25-odd aircraft flying between the city and Northeast 
destinations like Guwahati, Jorhat, Mohanbari, Agartala, Imphal, Silchar, 
Dimapur and Aizawl, the route is used by around 50 other aircraft.A plane 
taking off from the city enters Bangladesh after flying barely 30 nautical 
miles within the Calcutta flight information range. The aircraft then covers 
around 100 nautical miles before entering the Northeast, where it flies another 
25 to 150 nautical miles depending on the destination.“As there is practically 
no communication between Calcutta and Dhaka, pilots keep them informed about 
their altitude, speed and other details. But there is always a chance of 
miscommunication and no second line of defence,
 especially when a flight is switching from one flight information range to

“We’ll be here Monday, Tuesday, Wednesday, Thursday — as long as it takes,” 
Gary Lonzo, a union organizer and former Wisconsin corrections officer, said 
Sunday as he watched protesters banging drums and waving signs here for a sixth 
day in a row. “We’re not going anywhere.” 
As the protests went on through falling sleet and snow, some lawmakers 
suggested that a compromise might yet be possible over the cuts that Gov. Scott 
Walker, a Republican, has proposed. A spokesman for Dale Schultz, a moderate 
Republican senator, said that Mr. Schultz supported Mr. Walker, particularly in 
his assessment that the state budget situation was dire, but that Mr. Schultz 
also hoped to work to preserve collective bargaining rights. 
Chris Larson, a Senate Democrat, said he, too, sensed some “wavering” among the 
Republican coalition that is expected to pass the measure. 
Republican leaders dismissed all such talk and said that they intended to pass 
the package of cuts to state workers’ health care and pension benefits, and 
limits to broad collective bargaining rights. “The caucus is rock solid,” Scott 
Fitzgerald, the Senate majority leader, said on Sunday. 
Democrats in the State Senate, meanwhile, who are in the minority but are 
needed for a quorum, said Sunday that they intended to remain out of state — 
and far from the voting chamber — until Republican leaders agree to remove 
broad collective bargaining restrictions from the proposal to increase workers’ 
health care and pension costs. 
“This is not a stunt, it’s not a prank,” said Senator Jon Erpenbach, one of the 
Democrats who drove away from Madison early Thursday, hours before a planned 
vote, and would say only that he was in Chicago. “This is not an option I can 
ever see us doing again, but in this case, it’s absolutely the right thing to 
do. What they want to do is not the will of the people.” 
On Tuesday, the State Assembly, also dominated by Republicans, is expected to 
take up the matter. Democrats in that chamber said they planned to introduce a 
long list of amendments; some predicted that discussions over the bill would 
last for hours, if not days. 
Mr. Walker’s plan would require government workers to put 5.8 percent of their 
pay into their pensions (most pay less than 1 percent now), and would require 
them to pay at least 12.6 percent of health care premiums (most pay about 6 
percent now). Union leaders said they would go along with those plans, but they 
wanted to remove provisions that would prohibit collective bargaining for

It was a journey down the memory lane for generations of ex-Cottonians
living in the Delhi and National Capital Region (NCR) comprising NOIDA,
Ghaziabad, Gurgaon and Faridabad when alumni from 67 batches gathered in the
heart of New Delhi on Sunday to recollect their golden memories of Cotton
College and do some brainstorming on how they can give back something to
their alma mater.



The alumni of Cotton College in the national capital had last met in 1999,
just as the college was preparing to celebrate its centenary in 2001, but
somehow after that they had never managed to gather together again.



But this year, thanks to the initiative taken by Delhi-based Cottonians
mainly; Manoj Kr Das (jr), Mridul Bhuyan, Utpal barpujari, Bhargav Bhushan
Bhuyan, Debanga Pallav Saikia, Subimal Bhattacharya, Kaushik Deka, Lachit
Das, Bhagyajeet Bhuyan, Madhur Kankana Roy and Indrajit Das, who was the
General secretary of the Cotton College Union Society in 1999, the
ex-Cottonians came together in large number to meet, make merry and talk
about their memories of days spent at the college at the Central Civil
Secretariat Sports Ground at Chanakyapuri in the heart of Delhi.



The most touching moment for all those gathered for the occasion was the
presence of 84-year-old Dr K P Chakravarty who had passed his Intermediate
Science in 1947 just before Independence. With the energy that would put to
shame many youngsters of today he mingled with juniors who were born even
over half a century after he had passed out of Cotton College.



Dr Chakravarty, as also other senior alumni who had gathered, were felicited
on the occasion. Among them were Supreme Court Judge Justice Dr Mukuda Kam
Sharma, AIIMS Director Dr R C Deka, noted economist Dr Jayanta Madhab,
artist Col (retd) J. N Hazarika, retired civil servant and singer Chida Das,
N N Gogoi, Binay Brata Sarma, Reena Sarma, Malaya Khaund, veteran All India
Radio newsreaders Lily Das Malik and Guna Baruah, and veteran journalist
Nitish Chakravarty.



The daylong programme was kicked off by hoisting flag of the Cottonian
Alumni Association of NCR/ Delhi by Justice Sharma and other senior-most
Cottonians, followed by the singing of Assam’s national song “O Mor Aponar
Dex”.



A chorus composed by Sarat Barkakati and set to music by his daughter
Murchona was sung by a group of alumni setting the pace of the event, which
was followed by an inaugural speech by Justice Sharma.



On behalf of the organizers of the event, alumni Manoj Kumar Das said from
now onwards the event would be a regular, annual affair. “A formal structure
would be given to the alumni association soon so that it can formally take
up various activities for the benefit of our alma mater,” he said. Names of
several alumni members who opened their purse strings to make the event a
grand success were also announced to great appreciation.



A medley of cultural performances livened up the proceedings, which were
made livelier by the host of the ceremony Siddhanta Mangal Kashyap.
Nostalgia descended on the venue as many senior alumni shared their memories
of days spent at the college and how that had shaped them as professionals
and human beings.



Among the cultural performers were a Sattriya performance by Mridusmita Das,
a student of Lady Sri Ram College, a chorus composed by Nava Kanta Barooah
and sung by a group comprising Mayarani Majinder Baruah, Chida Das, Devanga
Pallav Saikia and others.



A traditional Assamese gourmet lunch was a hit among all tired souls who
participated in fun events like a game of football and two rounds tug-of-war
– one with mixed participation and one exclusively for the fair sex among
the alumni.



A heavy and unexpected downpour cut short the last few minutes of the formal
programme in the afternoon but the younger one utilized the opportunity to
have a round of Bihu dance under the rains for over an hour!



The first-ever meeting of the Cotton College Alumni in the National Capital
thus left a sweet taste in the minds of all and they vowed to come together
again with more people and larger programmes and take the level of
relationship and bondage to next level by connecting with the family members
of alumni.

 কৰিবলৈ যত্ন কৰা
 হৈছে, ইয়াৰ অৰ্থ হ’ল এই ফ’ণ্টতো ইন্টাৰনেটত অসমীয়া লিখা অথবা পঢ়াৰ বাবেহে
 উপযুক্ত (অন্তত্ব আমি উপযুক্ত কৰিবলৈ চেষ্টা কৰিছো )| সবিশেষ এই চাইতৰ কোনোবা
 ঠাইত লিখা হ’ব|সাধাৰণতে যিকোনো চাইতৰ আখৰবোৰৰ ছাইজ (font size)১২ থাকে
 সান্মেসিক (by default)ভাৱে, আমাৰ এই ফ’ণ্টতো এই আকাৰতে পঢ়িবলৈ ভাল (best
 readability) বুলি আমি বিবেচনা কৰো|

 আমাৰ অসমীয়াৰ লিখাৰ নিজস্ব কিছুমান শৈলী আছে, যেনে, গ+উ কাৰ=গু, ৰ+উ কাৰ=ৰু
 শ+উ কাৰ=শু আদি, ম+ৰ কাৰ=ম্ৰ (সম্ৰাজ্য )অন্য কিছুমান অসমীয়া support থকা
 ফ’ণ্টত এনে কিছুমান আখৰ বা যুক্তাক্ষৰ ভালকৈ দেখা নাযায়| আমাৰ অসমীয়াত ‘স’ ৰ
 লগত উ কাৰ যোগ দিলে ইয়াক দুই ধৰণে লিখা যায় ‘সু’ আৰু ‘স্সু’ , সেয়েহে দুয়োটা
 শৈলী ইয়াত ৰখা হৈছে, কিন্তু ইয়াৰ কিছু সীমা বদ্ধতা আছে, যেনে কোনো প্ৰবন্ধ
 printout অথবা চিত্ৰ হিছাপে
 তৈয়াৰ কৰিবলৈ হ’লে দুয়োটা একেলগে অথবা যিকোনো এটা ব্যৱহাৰ কৰিব পৰা যাব,

 পাৰে|বিশেষকৈ বাংলাত লিখিব পৰা নাযাব|আমাৰ অনুৰোধ বাংলা লিখাৰ বাবে অথবা বাংলা
 চাইত চোৱাৰ বাবে বাংলা ফ’ণ্ট ব্যৱহাৰ কৰক|

 কেতিয়াবা কিছুমান চাইতত আখৰবোৰৰ মাত্ৰা দেখা পোৱাত অসুবিধা হ্য়, ’ চিহ্নতো
 firefoxত অলপ তলত দেখা যায়| আমি এই অসুবিধা সমূহ আতৰাবলৈ ভবিষ্যতে চেষ্টা কৰিম|

 অন্য আসুবিধা সমূহৰ বাবে ফ’ৰামৰ বিশেষ শিতানত চাওক অথবা ফ’ৰামত লিখক|

 মুঠৰ ওপৰত আমাৰ লক্ষ্য হ’ল চাইবাৰ ৱৰ্ল্ডত অসমীয়া আখৰবোৰ সঠিক আৰু সুন্দৰ ভাৱে
 তুলি ধৰা|

 এই কথা খিনিৰ দ্বাৰা আমি কেতিয়াও কব খোজা নাই যে আমাৰ কুঁহিপাত ফ’ণ্টতো অন্য
 বাংলা অথবা অসমীয়া ফ’ণ্টতকৈ উন্নত অথবা অন্য ফ’ণ্টৰ মানদন্ড সঠিক নহয়|ইয়াত

[Assam] My Next Mission.

Dear All,
 
 Thanks to all of you for the support of an Engineering College 
at Dhemaji.
I am happy to inform that Hon’ble Chief Minister of Assam, Shri Tarun Gogoi 
laid the foundation stone of Dhemaji Engineering College on 20th February,2011.
 
My next missions after Dhemaji Engineering College are Agriculture University, 
Dental College, Campus of Tezpur University, Airport, Research Centre , 
Management Institute, IIIT at Dhemaji. 
 
I need support from all of you like Dhemaji Engineering College.
