You are absolutely right, and there is no easy answer and solution. 
 
However there may be a light at the end of the tunnel. Logic and Scientific 
reasoning was not unkwon to Indians. It was an ancient art in our 
Hindu-Buddhist philosophy, may not be any more. 
 
Hopefully this type of news will force the system to wake up and learn the 
basics again.  
 
Logic: 
If there is smoke > there is fire
Howwever if there is fire > there may not be smoke etc etc
 
For the science projects, they are looking for some basic ideas:
 
Such as How an egg will boil in zero gravity in Space etc. It will force the 
students to think. That is the whole idea.
At what temperature water will boil in Space ? is it at 100 deg C or something 
else?

Indeed, it's a great initiative. I believe it'll have a profound
impact on our education too in the long run. Audio books or any audio
study materials have become pretty effective study tools these days
and, it's extremely beneficial for those who happen to be print
disabled.

For instance, I'm a visually challenged IAS aspirant and while
choosing optional subjects for Mains, I had to make a lot of effort
towards finding soft or audio version of assamies literature. Finally,
I gave up that plan anyways though, as my accessive technology [screen
reader and Braille display] doesn't support most of the vernacular
language including Assamese.
