Moreover, all carriers' rate sheets are in different formats, arranged 
however they like.  This doesn't lend itself to a one-size-fits-all 
library or anything like that.

Unfortunately the answer to your question is a question... Import into what?

Asterisk all by itself doesn't know anything about rates/costs or charges.

It DOES know how to process calls and generate call records.
