[asterisk-dev] Infrastructure move to GitHub

Last year we announced we were planning to move away from the Atlassian
products (Jira, Confluence, etc), Gerrit and Jenkins to GitHub.  That time
is upon us.  We've been working hard over the past few months getting
familiar with the GitHub ecosystem, writing and re-writing GitHub actions,
working out potential issue, pull request and review processes and now
believe we have enough in place to put a stake in the ground.  So, we're
currently targeting the last weekend in April as the cutover date.  On that
Friday, Jira and Gerrit will go into read-only mode and GitHub will be the
exclusive issue and source code management system.

We know there will be bumps and bruises as we all learn how to work with
the new process just as we know you'll all have valuable feedback.  As a
result, the  process we start with probably won't be the process we end up
with.

Over the next few days, we'll be publishing a lot more information and
documentation about the migration but feel free to fire away with any
questions or concerns you have at any time.
