Committed in revision 412453

Bugs: ASTERISK-23502
https://issues.asterisk.org/jira/browse/ASTERISK-23502

Repository: Asterisk

Description
---

The SIPREFERTOHDR channel variable is not being set on any channel when
performing a blind transfer using PJSIP. The 'refer-refer_to' was not being
set during a blind transfer. Updated so the 'refer_to' is set to the target
uri on a blind transfer.

Diffs
-

  branches/12/res/res_pjsip_refer.c 412327

Diff: https://reviewboard.asterisk.org/r/3445/diff/

Testing
---

Manually executed a blind transfer and made sure the SIPREFERTOHDR variable
contained the sip URI.

Thanks,

Kevin Harwell
