Well, that fixes part of the problem. I can now transfer calls to
voicemail, music on hold, etc. I cannot transfer calls to the Cisco phones
in the office. The receptionist has a Snom 220 (for the buttons) and
everyone has a Cisco 7960. I see this on the console when we try to do a
transfer from the Snom to the Cisco:

results!

Have you configured the 'break' key in the web ui?  Not exactly an
intuitive option, but that's the 'xfer' key.

Yes, it does. We have the extension panel also. It works perfectly.

I have been looking to see if this type of phone can be implimented in
*. I have found nothing conclusive. Is any out there using a
multiline / mutlifunction phone typically used by a receptionist for
transfering / routing calls? I need to know how this is accomplished
or what alternative exists for this.
