[Asterisk-Users] When does the PUC become an issue?

If there would be a better place to ask this please let me know.

I'd like to set up an * box and sell calling cards and long distance. 
At what point am I an internet applications provider and at what point
am I a telco.  Where can I find where the line is drawn?

you may want to contact your state's PUC. sounds like you want to be a 
long distance carrier and each state will have different 
regulations/requirements in addition to federal rules. from everything 
i have read this all is still a very grey area
