Yes. You did not specify which part of the world you want a DID, but 
searching voip-info.org for "free did" should give you some clues.

Yes. Some providers have you enter your server details on their web site, 
some have you configure your Asterisk server to register to their server.

Once you are receiving calls, you can do what you please.

ipcomms for an incoming number, probably in RI

Outbound is 10 bucks per month, an 1.5 cents per minute

"outbound" is not really a DID issue -- hence the "I" in "DID."

Since you brought up vendors :), I'm happy with Vitelity.net. US$0 per 
month, US$0.0144 per minute. Cheaper per month and per minute. Your choice 
of IAX or SIP.
