That's not going to work... all of South Carolina (1-803, 1-843,
1-864), parts of Virginia (1-804), Utah (1-801), California (1-818),
Pennsylvania (1-814), etc, would be toll-free.

Parts of Florida (1-904), North Carolina (1-910, 1-919), New York
(1-917), etc would be premium rate calls.

You're going to need the full list from NANPA if you want your call
logs to make any sense.

Country code 1, and just exclude any Carribean nations that you need to
handle differently.

while it might be easier, but it is also more risky, since than each
(unknow) primary rate phone number would be than allowed.
I prefer to have an expression like:

Wow, you ARE a newbie.
Areacode 805 is NOT toll free, neither is area code 915. I could
spend several hours listing all the instances of the pattern _18XX
matching non-toll free area codes. Same with _19XX matching
non-premium numbers.

Yep. 805 is Santa Barbara, CA and other surrounding areas.
I'd suggest http://www.lincmad.com for a list of telephone splits.

It'll be a much shorter list than trying to include every US and CDN
NPA.
