It means that you are loading the digium card up with incorrect values.

I had it happen to me recently.

definition in the /etc/zaptel.conf?

Ok when I modprobe wcte11xp I get the following
message

ZT_CHANCONFIG failed on channel 26: No such device or
address

Any ideas?

This is incorrect.

A T1 contains 24 channels; in CAS mode, that is channels 1-24 of voice.
In CCS mode (usually PRI), it is 23 channels of voice, with one data (D)
channel.

An E1 contains 32 channels; one of them is used for timing, and CCS is
nearly always used (EuroISDN PRI); that results in 30 channels of voice,
and one data (D) channel.
