You will need to go all VoIP, or get a second POTS line to do this.  A
PSTN POTS line can only handle one call at a time.

Another solution is to keep the POTS line and do call-forward-on-busy
to a VoIP line, which will then give you unlimited inbound.

Call Waiting will not allow you to simulate rollover because the second incoming
call will simply beep on the current call on that POTS line.  As far as I
know, Asterisk has no way of picking that call up independently of the first
call.
