Towing on grass adds its own challenges to such a question - and certainly
an electric vehicle may be heavier than an ICE based one. That said, under
many circumstances more weight on a towing vehicle is better - else it might
just sit there and spin its wheels.

For towing on hard surfaces, there are already a variety of electric-powered
towing devices on the market.

This is one that we use to move my PC-12 at Adelaide airport, they're
brilliant - because you can walk along the wingtip while operating it and
ensure clearance. It can also lift and rotate the nosewheel arbitrarily (in
terms of direction) using a built in turntable:

Not quite what you wanted for your application, but an indication that

I'm sure I've seen electric-powered golf buggies being used on airfields
somewhere. Great all-round visibility, some have a rear-facing seat for
observation, canopy can be made of plexiglas or similar with UV film for
sun protection, can be plugged in for re-charging as may be required.

Writing in theoretical terms only, as I have no experience of an electric
vehicle able to tow a glider. 

 

Damage to grass is a primary concern at Keepit except in years when we have
extensive rain (about every 10 years). Damage to grass is directly related
to the tyre pressures necessary to support the weight of the vehicle and
rider. I have never heard anyone suggest that the weight of batteries +
electric engine is less than the weight of an equivalent powered internal
combustion engine.

 

Please tell me if there is such a vehicle? Otherwise it is just an esoteric
discussion with no particular purpose in mind.
