Withdrawn standards can only be purchased by contacting the ISO Customer Care Team". (That's a lot cheaper than current versions of standards.) Alternatively, webstore.ansi.org offers PDFs of some such standards, or national versions thereof (and in particular provides free downloads for Technical Corrigenda). -- Joseph S. An alternative would be to get the final draft from the technical committee's website - but again, I don't know if that still works; the links on the ISO web site all link back into itself and not to the committee's work area. That reference was left as-is because the Issue 8 draft targets C17 (or 18), but there's a chance c2x may get ratified first so that may affect later drafts.
