That's correct.  The man pages belong with these scripts which have
been separately maintained for 15 years.  The manual pages can be
installed through a package that contains the config.* scripts (eg.
autotools-dev on Debian and Ubuntu systems).

after this patch -- the manual pages are not installed with autoconf
