This is almost certainly just a remnant of old times, before
AM_INIT_AUTOMAKE existed.

in 'configure.in's as created by the test suite?

AM_INIT_AUTOMAKE(nonesuch, nonesuch)
PACKAGE=nonesuch
VERSION=nonesuch
