You don't need rampart just to do SSL. Rampart is for WS-Security. Neil You may need to update your JDK to support the full strength encryption: Look for Other Downloads Java Cryptography Extension (JCE) Unlimited Strength Jurisdiction Policy Files 6 On the relevant Sun JDK download page.
