Ubuntu does not allow this, aiming to improved usability, and in that page the author also complains that ubuntu notifications can't be clicked while mumbles can. Now it's hard for me to explain this in written english but, do you remember the time when linux users told osx users that the mac was featureless? And they responded it's because of usability?
