From my experience, submitting patches via email/FTP will prolong
feedback cycles.
The best way to contribute and get feedback these days is by submitting
Pull Requests (PRs) via GitHub.
You basically sign up, fork https://github.com/backuppc/backuppc/, add
your contributions (ideally one Git branch per patch set), and submit a
PR.
In case you need some additional help, please refer to
https://guides.github.com/introduction/flow/ and
https://guides.github.com/ in general.
One thought, however: Development focuses on V4 and V3 hasn't been
updated since about 2 years [1]. How about reworking your contribution
for the master branch? Git itself might even be helping you in this
regard.

backup was successfull finished.
The modification to $Conf{PartialAgeMax} will remove partial backups
after
$Conf{PartialAgeMax}.
The BackupPC-V3.3.2-UseEveryPartial.patch will modify the following
files:
backuppc/bin/BackupPC_dump
backuppc/bin/BackupPC_link
backuppc/lib/BackupPC/CGI/EditConfig.pm
backuppc/lib/BackupPC/Config/Meta.pm
backuppc/lib/BackupPC/Xfer/Rsync.pm

do not forget to remove --dry-run from the lines above :)
be sure your file owners are backuppc

you can remove the applied patches with:

Be carefull! I've developed, applied and tested the patches against the
debian version of BackupPC.
If there is a chance to include this patches into the standard BackupPC
version I could redevelop and test it against the BackupPC V3.3 from
sourceforge too.
