if you use rsync, ${RsyncClientPath} in the Xfer section should do the job:

(e.g., set it to '/usr/bin/nice -n 19 /usr/bin/rsync').
I assume that the same holds for TarClientPath and SmbClientPath; with
Rsyncd and FTP, the BackupPC client runs a server daemon already which
should be started with nice.
