$ pg_ctl initdb
pg_ctl: no database directory specified and environment variable PGDATA unset
Try "pg_ctl --help" for more information.

You'd have to ask suse.

It may be that you need to run 'pg_ctl initdb' to get it all created.

Where is ~postgres directory?
FWIW such file doesn't exist anywhere, checked using:

# find / -name pg_hba.conf
