All of the bacula daemons and tools use code that is in the libs.  In the
default build, the libs are .so files so it makes sense to put them into a
separate package.

It could be, but the client package depends on the libs package (why?)

IMO The client package needs to be as slimmed down as possible. I don't 
even think that bconsole should be in there.
