All of the bacula daemons and tools use code that is in the libs. In the default build, the libs are .so files so it makes sense to put them into a separate package. There is a currently an interesting misfeature that makes bacula-libs depend on the database because it contains libbacsql. IMO The client package needs to be as slimmed down as possible. I don't even think that bconsole should be in there.
