Documents and settings is a junction point (kind of symlink) in windows7
pointing to c:\Users so you can exclude it.

Other like that exist, like Program Files is now Programs
etc.

 Make sure you have onefs = yes in your FileSet (that should be the 
 default, so you probably set onefs = no explicitly).
 You should be able to find a full explanation by searching the list
