If it is a new installation and you are going to add a considerable amount
of objects (fileset, job, client schedule...) increase it to a high
value. example: 128

There is no limit when jobs are not running, but a console counts as a job so
that will eventually prevent reloading until you exit from all consoles.

We're on a more recent version of bacula, but we reload our config quite 
frequently and have never needed to restart bacula-dir to get it to work.
