Hello Jerry,
The message says that it could not "open" the state file. This is
normal if the state file does not exist, which is always the case
in a fresh install.
This is not an error, but a debug message that can be ignored.

The working directory is there with the same permissions as
before. What would be causing the state file from not being
created? If I change the debug to a higher number will that
give me more information ( I am assuming it will), I have not
tried that yet.
