This feature is available in Enterprise version of Bacula. It is called
Incomplete job and allow to restart a backup job after a failure no matter
when a failure occurred.

It's recommended when you have such a large set to physically divide
the fileset into smaller parts if possible. You mentioned projects.
Perhaps you could create 1 job per project + 1 job for whatever is the
rest? Could that work? I actually do this for my medical imaging data
(ConeBeamCT, MR, Ultrasound, LungCT ...) .

No. I suggest splitting the job into smaller Jobs if possible.

Bacula does not have this feature. The first error of any kind it sees 
cancels the job.
