The Win32 chapter of the manual responds to that question quite well, telling 
you how to do it.

 Yes - the working directory is a subdirectory of the c:\bacula
 directory does the c: need to be specified ? 

The paths are absolute.  Not relative.  So yes.  Specify the full 
path.
