I really wonder why this is so hard to understand... Bacula requests 
another tape. You load it. Or, alternatively, you set up Bacula to not 
use this tape or more than the seven you've already in use.

It might help if you re-read the manual, especially the bconsole 
commands unmount, update slots and mount. An, perhaps, the stuff on 
retention times, recycling, etc.

If you want to use only 7 tapes and the 7 tapes you have in the
changer are all marked as Full you must allow bacula to automatically
recycle tapes or do this manually as bacula will not write to a volume
that has status Full. See here:
