There is this passage from Advent of Divive Justice which may slightly allude 
to your question:

For no matter how ignorant of the Source from which those directing energies 
proceed, and however slow and laborious the process, it is becoming 
increasingly  87  evident that the nation as a whole, whether through the 
agency of its government or otherwise, is gravitating, under the influence of 
forces that it can neither comprehend nor control, towards such associations 
and policies, wherein, as indicated by 'Abdu'l-Bahá, her true destiny must lie. 
Both the community of the American believers, who are aware of that Source, and 
the great mass of their countrymen, who have not as yet recognized the Hand 
that directs their destiny, are contributing, each in its own way, to the 
realization of the hopes, and the fulfillment of the promises, voiced in the 
above-quoted words of 'Abdu'l-Bahá.

Simeon, that exactly states the principle I am thinking of, thank you; and I 
hadn't connected it.  However, it isn't the quote I'm thinking of, which as 
I recall comes from the Master.

Quote about recognition

I am looking for a passage in the Writings -- I believe it is in one of the 
Tablets or addresses of the Master; I thought it was in Some Answered 
Questions but I can't find it there.  It says something along the lines of 
some people are under the sway of the Revelation and know it; and some are 
under the sway of the Revelation and don't know it. Something like explicit 
and implicit recognition.


It expresses this same principle, in different words:

"In such manner hath the Kitáb-i-Aqdas been revealed that it attracteth and 
embraceth all the divinely appointed Dispensations. Blessed those who peruse 
it. Blessed those who apprehend it. Blessed those who meditate upon it. 
Blessed those who ponder its meaning. So vast is its range that it hath 
encompassed all men ere their recognition of it."  (Tablets of Baha'u'llah, 
p. 200)
