allow me to open the door to the possibiliuty that these are 2 different 
applications.
   The Master is of course infallibly correct in speaking of the body of 
members of the Faith. 
 then let us take joseph smith, whom the Guardian at least once called a "seer".
   may we hypothesize, without violating any aspect of the Master's clear 
statement that in culture xyz, following religion abc there might arise those 
who will get Hit in the head with a major case of "o duh" and suddenly be 
empowered with insite such that they guide many others to praxes far closer in 
alignment with what is Outlined in the Tajalli and Tarazat than their culture 
previously could see?
   in other words, i hear Baha'u'llah saying no Ras'ul for 1k years,
and the Master saying no Nabi in the Baha'i Faith. but i don't hear the 2 
statements being the same.

They will not claim a new Cause; they will be perceptive people as it was in the past. In SAQ, ‘Abdu’l-Bahá explains the differences between primary and secondary prophets:     “The Manifestations of universal Prophethood Who appeared independently are, for example, Abraham, Moses, Christ,
 Muhammad, the Báb and Bahá'u'lláh. But the others who are followers and promoters are like Solomon, David, Isaiah, Jeremiah and Ezekiel. For the independent Prophets are founders; They establish a new religion [AMR] and make new creatures of men; They change the general morals, promote new customs and rules, renew the cycle and the Law. (SAQ, p. 164)

Dear David, 

The words 'direct from God' don't appear in the original. It says no 
one will come with an amr or Cause. 

 "It's my understanding that minor Prophets also have a revelation, 
but not direct from God.  If that is so, is there any reason why 
a minor Prophet could not come during the next thousand years?""

It's hard to imagine what they would do if they did come seeing as 
they would be totally subject to the Universal House of Justice. Here 
is Abdu'l-Baha's interpretation of this verse: 

"O servant of God! We have noted what thou didst write to Jináb-i-Ibn-
`Abhar, and thy question regarding the verse: `Whoso layeth claim to a 
Revelation direct from God, ere the expiration of a full thousand 
years, such a man is assuredly a lying impostor.' 
 The meaning of this is that any individual who, before the expiry of 
a full thousand years--years known and clearly established by common 
usage and requiring no interpretation-- should lay claim to a 
Revelation direct from God, even though he should reveal certain 
signs, that man is assuredly false and an impostor. 

 The substance is, that prior to the completion of a thousand years, 
no individual may presume to breathe a word. All must consider 
themselves to be of the order of subjects, submissive and obedient to 
the commandments of God and the laws of the House of Justice. Should 
any deviate by so much as a needle's point from the decrees of the 
Universal House of Justice, or falter in his compliance therewith, 
then is he of the outcast and rejected."

If by a "minor Prophet" you mean a Being who is sent to guide humanity, who 
possesses infallibility, Who is intended by God that the people should follow 
Him, then by implication the Master has stated that none will come. 

If by a 'minor Prophet" you mean someone with the *station* of a minor Prophet, 
then the Master has said that it is possible that many could come.  

"In confirmation of the exalted rank of the true believer, referred to by 
Bahá'u'lláh, He reveals the following: "The station which he who hath truly 
recognized this Revelation will attain is the same as the one ordained for such 
prophets of the house of Israel as are not regarded as Manifestations 'endowed 
with constancy.'" (The World Order of Baha'u'llah, p. 111)

The reason I say that by implication the Master says that no minor Prophet 
intended to have a following will come, is that His last words to humanity are:

"All must seek guidance and turn unto the Center of the Cause and the House of 
Justice. And he that turneth unto whatsoever else is indeed in grievous error." 
 (The Will and Testament of `Abdu'l-Baha, p. 25)

I feel that by saying not to turn "unto whatsoever else", He is saying that God 
will not send a Guide to us outside of the Guardian or the House of Justice 
prior to the next Manifestation endowed with constancy, i.e. the next 
Manifestation with a Revelation direct from God.
