BBedit is pretty picky about syntax errors and such in documents wrt to folding in my experience.
Look below the section you think should be folding and see if there are closing tags that don't have the tick for the closing fold next to them. Then look back in the document and see if you can identify some code BBEdit doesn't think is OK.
