I fixed this by rebuilding the Launch Services database and restarting the
machine.

This is on High Sierra (10.13).
Every other Services menu item I've tried has worked. It is only the two
BBEdit Services that don't work ("New BBEdit document with selection" and
"Append selection to BBEdit scratchpad"). I've tried them from several
applications. They never work.

After installing BBEdit 12 the Services Menu Item "New BBEDit document with
selection" is no longer working.
Other text related Services ("New TextEdit window with selection") are
still working, so it seems to not be a Services problem.
