This does not work for me with control characters like ^L or ^I.

This works, but boy is it annoying. Frankly, editing the file in vi and typing 
^V^L or ^V^I is, maybe, simpler.

 Select the character(s), and then choose the Character Inspector from the
 Palettes menu, and you'll see the representations of the selected
 character(s) in Hex, Decimal, Escaped, and Unicode formats.

Sooo, I haven't done this in a while, but the other thing the ascii palette
let you do was highlight a character in a document and then see what it
is... Is there an equivalent of that?

Of course :-)

Select the character(s), and then choose the Character Inspector 
from the Palettes menu, and you'll see the representations of

I don't follow how leaving the system character viewer open (once customised) 
and using that is more convoluted than leaving BBEdit's open and using it?
