We recently identified some adjustments to our gadget descriptors to help Windows driver enumeration:
https://github.com/RobertCNelson/boot-scripts/commit/109f74fb87e6034ae1a8971a244064a8d5e090a5 The observation is that some Windows systems choose not to load any additional drivers for a composite device once it sees a function for which it doesn't have a known driver. By moving the CDC network driver to the end, more Windows systems seem to enumerate the drivers properly. We'll need to apply this fix to X15 boot and push out a new image.
