Had you just thawed the server/zone? After a review of the logs over the past several days, I see that this message occurred only once for each zone following an 'rndc reload'. The slaves had not yet been configured at the time. Now that the slaves are operational, this message does not recur with 'rndc reload'. The 9.9.0rc2 server is configured with the option "notify explicit;" and the zones, which are of type slave, are configured with masters { }; and "also notify { };".
