We really don't have editors 'in change' of any particular section of the book. If we know someone is working on an area, then I think it's polite to ask. pango is the X libraries section. I wouldn't have considered pango as a part of gnome core. In any case, the best way to handle this is with the ticket system. If you are planning to make a change, create a ticket and assign it to yourself.
