I have come to this thread late so this may have already been said.
As I understand it you are trying to delete a applet from the control Panel.

Applets in the Control panel will normally be actually programs with a cpl
extension. For example if you type access.cpl in the run dialogue box you
will open up the Accessibility Wizard from the Control Panel.

As you have been unable to properly remove the applet through an un-install
I would try the following.

Go to the Start Menu and select search. I have turned off the search
assistant so this assumes that you have done the same.
The search term you need to search for is *.cpl
This should after a few minutes pull up all the files with a cpl control
panel extension on your Pc.
Search through the list of results and see if you can find a file
corresponds to the applet you want to remove.
I would not initially delete it but move it somewhere else, just in case you
make a mistake and you want to put something back that is crucial.
Perhaps you should try this out first and tell us how you get on.

I was able to remove it by using the third selection which was
remove.  It doesn't show when I use the program to look at my programs.  But
when I go to Control Panel it does show up there.  What does this mean?

My situation is as follows.  I was told to try and redownload a file so I
can uninstall a program that shows up in my Control Panel.  I found the
exact program on the internet and it still  won't let me redownload it when
I try to install it.  What could this possibly mean?  It seems as if the one
