Offline, I use either eSpeak - can only generate .wav files - or dspeech - 
which uses almost all of the voices on the computer, and can generate MP3 
files, and is free.


It can be found on blind-computing programs page.

You have to pay for Text Aloud, but ATT does have a demo page where you 
can select the voice you want to test and then type in a limited amount of

An excellent free alternative   is D speech.

For the most part it is just as good as TextAloud and in some ways better.
The main advantage TextAloud retains is that you can crank the conversion
rate right up . D speech is not as fast as TextAloud at its fastest. Against
that there is an option in d speech which  allows you to set it to turn off
your PC when a task is completed so you could leave it running  at night.
On the whole D speech is more accessible  than TextAloud with all it
functions easily accessed via the menu buttons using the Tab key. You do not
have to use the jaws cursor to access the control sections to change voice
and speed rates on the fly as you do in text Aloud. Finally D Speech can be
run portably off a USB pen if necessary which is a nice touch.

My browsers seem to  have packed up for the moment so I  cannot find the
direct link for you until I restart my PC . I know there is a link to a
download for the program on my web site

From memory I think you need to go from my home page to the free and Low
cost Assistive technology page and then to the speech and Sounds page where
you will find it listed after TextAloud.

There is a program called Text Aloud which does that quite well.  It isn't 
free but it's well worth the reasonable cost.  It will find and load all of 
the voices you have on your computer including Eloquence.  I have found it 
to be one of the most stable and reliable pieces of software I have used for 
that purpose.
